A housing lottery will launch Friday for 75 middle-income apartments in a newly constructed Brooklyn building. Located at 350 Clarkson Avenue in Prospect-Lefferts Gardens, the building, dubbed "The Lois," contains 250 apartments with 6,000 square feet of ground-floor retail. Designed by Cetra Ruddy, the eight-story building boasts a masonry facade with copper panel details, a nod to the area's industrial history. Qualifying New Yorkers earning 130 percent of the area median income can apply for the units, which range from $1,721/month studios to $2,975/month three-bedrooms.

91 middle-income units up for grabs at brand new Midwood rental, from $2,346/month

A housing lottery launched Tuesday for 91 middle-income apartments at a newly constructed building in Midwood. Located at 1277 East 14th Street in the central Brooklyn neighborhood, the building sits on the former site of Vitagraph Studios, an acclaimed production company founded in the borough in 1897. The Vitagraph Apartments, which opened last summer, contain 302 units and amenities like a landscaped roof deck and fitness center. Qualifying New Yorkers earning 130 percent of the area median income can apply for the units, which includes $2,346/month one-bedrooms and $2,830/month two-bedrooms.

Real estate investors spend $166M on group of Mitchell-Lama buildings in the Bronx

A group of real estate companies has purchased eight affordable housing buildings in the Bronx for $166 million. LIHC Investment Group, Belveron Partners, and Camber Property Group last week announced the joint deal, which involves 1,275 housing units and 10 commercial units that fall under the city's Mitchell-Lama program. The firms plan to keep the units affordable, instead of converting them to market-rate apartments when the rent regulations expire.

Located at 215 Freeman Street at the foot of the Pulaski Bridge, the building sits near all Manhattan Avenue has to offer, with easy access to Long Island City and beyond via the bridge's pedestrian path. De Blasio unveils $100M plan to end long-term street homelessness

Mayor Bill de Blasio on Tuesday released a plan to get 3,600 homeless New Yorkers off city streets within five years. The six-point initiative adds new "safe haven" beds, creates 1,000 permanent units of housing, provides new health resources, and ramps up the city's outreach response. Named The Journey Home, the $100 million plan comes as the number of those experiencing homelessness in the city has reached the highest levels in nearly 100 years, with more than 60,000 people currently living in homeless shelters.

The city’s first LGBT-friendly affordable senior housing opens in Fort Greene

New York City’s first affordable LGBT-friendly senior housing complex has opened in Fort Greene. Originally called the Ingersoll Senior Residences, the project—which is the first to be completed under the city’s controversial plan to lease NYCHA land to private developers—was dubbed Stonewall House in honor of the 1969 riots that launched the modern LGBT movement. The building comprises 145 apartments that will be available to seniors 62 years and older who make 50 percent or less of the area median income, with 25 percent of the units set aside for formerly homeless tenants.

A 266-unit affordable senior housing complex with focus on health and wellness to open in Brooklyn

A medical center in Brooklyn will be developed into a mixed-use complex with affordable housing, on-site counseling service, fitness programs, and integrated health care. Gov. Andrew Cuomo announced last week plans to transform the current Kingsbrook Jewish Medical Center North Campus, located between Prospect Lefferts Gardens and East Flatbush, into Kingsbrook Estate, a three-building development with 266 units of affordable housing. Designed by Dattner Architects in collaboration with landscape architecture firm terrain, the development falls under the state's Vital Brooklyn plan, created in 2017 to bring more housing and jobs to the Central Brooklyn area.

NYC may set aside at least 15 percent of new apartments for homeless New Yorkers

The New York City Council and Mayor Bill de Blasio's administration have reached an agreement to provide more housing for homeless New Yorkers. As first reported by Politico, the legislation, expected to pass next week, would require developers of new housing developments that receive city financing to set aside at least 15 percent of units for homeless individuals and families. The new law could create about 1,000 new apartments each year for those experiencing homelessness.

Bedford Union Armory redevelopment project in Crown Heights breaks ground

The New York City Economic Development Corporation (NYCEDC) along with Council Member Laurie Cumbo, BFC Partners and community members today celebrated the groundbreaking of the redevelopment project finally underway at the historic Bedford Union Armory in Crown Heights. The new community hub will offer affordable space for local non-profits, recreational space for youth and hundreds of units of affordable housing as shown in new renderings. The road to this latest milestone has been a long and storied one since community leaders first envisioned the massive armory as a multi-use gathering space for the Crown Heights community.

NYC and Newark agree to temporarily suspend controversial homeless relocation program

Update 12/10/19: After a long negotiation in federal court on Monday, Newark and New York have agreed to suspend the SOTA Program, Politico reported. "In the spirit of productive conservations and with the goal of moving toward an improved program, we will be temporarily pausing placements in Newark," de Blasio spokesperson Freddi Goldstein said in a statement. New York City will also send Newark a list of participants of the program and their addresses once an agreement is reached.  Newark officials are suing New York City and Mayor Bill de Blasio over the city's controversial Special One-Time Assistance (SOTA) Program that provides homeless shelter residents with free rent for a year if they leave NYC. More than 2,200 families have been placed in 62 New Jersey cities through the program, with over half ending up in Newark. Recent investigations have found that some families end up in "illegal and uninhabitable" apartments and are essentially forced to become dependent on Newark social services. The lawsuit was filed in federal court Monday, as NJ.com first reported, just weeks after Newark passed a law to make the program illegal and ban landlords from taking more than a month's worth of subsidized rent.

Linwood Park Apartments, a new development at 315 Linwood Street in East New York, has just launched an affordable housing lottery. The 10-story complex is located in the rezoned Atlantic Avenue corridor and is made up entirely of affordable units, available to those earning 40, 50, and 60 percent of the area median income. 69 apartments are available in the lottery, ranging from $856/month studios to $1,504/month three-bedrooms. Eight of those units have been set aside for those who qualify for Section 8, meaning eligible residents will pay 30 percent of their income for rent.

Lottery opens for 20 affordable and supportive studios in Brownsville, from $571/month

One- and two-person households earning 50 or 60 percent of the area median income (between $21,978 and $51,240 annually) can now apply for 20 affordable studios at 212 Hegeman Avenue, a newly constructed, 71-unit rental in Brownsville. Sixty percent of the units are set aside as supportive housing for formerly homeless and disabled New Yorkers, while 29 percent are open to the public. Residents can take advantage of on-site social services, a computer lab, landscaped rear yard, and laundry room.

The latest housing lottery to open for applications is a pretty significant one: there are now 667 newly constructed units up for grabs at 148-10 Archer Avenue and 147-10 Archer Avenue in Jamaica, Queens. Otherwise known as The Crossing at Jamaica Station, the FXCollaborative-designed development is a commuter's dream, located at the corner of Archer Avenue and Sutphin Boulevard, right next to the LIRR's Jamaica Station, the Air Link to JFK, and with proximity to four MTA subway lines and several buses. Qualifying New Yorkers earning between 40 and 165 percent of the area median income can apply for the units, ranging from $633/month studios to $4,501/month three-bedrooms.

950-unit ‘Gowanus Green’ development met with skepticism by local residents who hoped for a park

During a Brooklyn Community Board 6 meeting on Monday night, architects, developers, and city officials revealed preliminary plans for Gowanus Green, a multi-building development on a 5.8-acre site at the corner of Smith and Fifth Streets. Once home to a gas plant, the city-owned site has been vacant for decades and was designated as a "public place" in 1974. As the Brooklyn Daily Eagle first reported, Carroll Gardens and Gowanus residents who were expecting that the site would become a park widely panned the new proposal for a series of buildings ranging from a five-story school to a 28-story residential tower.

New mixed-income development brings 435 affordable housing units to Soundview in the Bronx

Following a ribbon-cutting ceremony yesterday, L+M Development Partners and Nelson Management Group opened the doors to their new mixed-use affordable housing developments in Soundview, the Bronx. The two buildings at 1520 and 1530 Story Avenue will bring 435 units of affordable housing and a 15,000-square-foot facility for Easterseals New York that will offer early childhood education. Roughly half of the units were up for grabs through a lottery held earlier this year.

The most expensive site in the Bronx gets a name and new renderings

Last fall, Brookfield Properties bought two sites in Mott Haven for $165 million—the most expensive transaction on record for development in the Bronx—from Somerset Partners and Chetrit Group. On Thursday, the developers revealed a $950 million plan for a 4.3-acre mixed-use development that will bring more than 1,350 apartments to the South Bronx neighborhood, of which 30 percent will be affordable. Branded as Bankside, the project will also include a public waterfront park and promenade, as well as ground-floor retail and community facility spaces.

City’s Soho/Noho report addresses affordable housing, zoning, and small business success

The Department of City Planning (DCP), along with Manhattan Borough President Gale Brewer and Council Member Margaret Chin, released on Wednesday the Envision Soho/Noho report, a comprehensive summary of findings and recommendations that address issues and guide future plans for downtown Manhattan's Soho and Noho neighborhoods. The report represents the result of a six-month-long community engagement series on the two historic neighborhoods, aimed at addressing their unique challenges in the 21st century. Contained in the report is a detailed summary of the engagement process that presents the perspectives of participants, as well as recommendations for guiding future plans for improving quality of life, addressing housing concerns, and supporting the unique mixed-use character of these neighborhoods.

Plan moves forward to convert 14 more cluster sites into housing for 200 homeless families

In 2017, the de Blasio administration announced a five-year “Turning the Tide on Homelessness” plan to convert hundreds of cluster apartments, occupied by homeless families across the city, into permanently affordable units. Earlier this year, the City was able to complete the first phase of that plan by financing not-for-profit developers to acquire 17 buildings, rehabilitate them, and turn them into permanent affordable housing. Now the administration is moving forward with a second phase that will convert 14 more “cluster site” buildings. The first phase created housing for roughly 450 homeless families and the second phase is expected to aid another 200 families.
