100 percent affordable housing to replace two Boerum Hill parking lots

New York City is moving forward with a development plan that will bring hundreds of new affordable apartments to a bustling part of Brooklyn. The city's Department of Housing Preservation and Development last week began community outreach for two 100 percent affordable developments on city-owned parking lots in Boerum Hill. The sites, located at 153 Nevins Street and 108-114 Third Avenue, will include 125 new apartments for families and seniors.

13,000+ rent-stabilized units in NYC have been vacant for multiple years

Upwards of 13,000 rent-stabilized homes in New York City have sat vacant over the past two years, according to a new report. Out of 42,275 rent-stabilized apartments listed in April 2022, many of which were marked as "newly vacant," 13,362 units remained empty for two consecutive years, up from 12,300 in 2021, according to the report by the city's Independent Budget Office. These data points are making officials question whether the units are vacant due to tenants moving in and out or whether they have been "warehoused," or deliberately taken off the market, according to Gothamist.

Adams announces Midtown South rezoning, plan to convert offices to housing

New housing will be allowed in parts of Midtown Manhattan for the first time in decades under a plan announced by Mayor Eric Adams on Thursday. The mayor wants to update zoning rules to allow for the construction of new apartments in a 42-block area stretching from 23rd Street to 40th Street and from Fifth Avenue to Eighth Avenue, which is currently designated for manufacturing use. The start of the rezoning effort joins another proposal from the Adams administration to facilitate and expedite office-to-housing conversions across every borough, as the city continues to face a housing shortage.

Affordable senior housing to replace Prospect Heights parking lot

A plan to replace a Prospect Heights parking lot with affordable housing for low-income and homeless seniors is moving forward. The city's Department of Housing Preservation and Development (HPD) on Tuesday announced its selection of Jobe Development, Corp., Mega Group Development, and the Institute of Community Living Room to convert a city-owned parking lot at 542 Dean Street into the residential development "Park Edge." The redevelopment is part of the Atlantic Avenue Mixed-Use Plan (AAMUP), which found a community desire for new affordable housing projects on city-owned properties.

Adams touts affordable housing production as city runs out of room for migrants

New York City created more supportive housing and homes for formerly homeless New Yorkers during fiscal year 2023 than any year on record, Mayor Eric Adams announced Thursday. Between June 2022 and June 2023, the mayor said the city produced 27,000 affordable homes, including new construction and preservation of existing homes, and connected the largest number of people to permanent housing using the CityFHEPS vouchers in the program's history. The announcement comes just days after Adams announced the city had run out of space to house the thousands of asylum seekers arriving weekly, leading to many migrants sleeping outside of the Roosevelt Hotel in Midtown this week.

400 units of affordable housing approved for 5 World Trade Center

The 900-foot-tall mixed-use skyscraper planned for 5 World Trade Center will include 400 units of affordable housing, a slight increase from the original proposal. After stalled negotiations, the Public Authorities Control Board on Thursday approved the mixed-use development at 130 Liberty Street, which calls for 1,200 new apartments, one-third of which will be permanently affordable to New Yorkers earning between 40 and 120 percent of the area median income. Plus, 20 percent of the affordable apartments will be offered to individuals who lived or worked in the neighborhood on September 11, including first responders and families of victims. Construction is scheduled to start next year, Gov. Kathy Hochul said.

NYCHA says it needs nearly $80 billion for repairs

New York City's public housing agency needs more than $78 billion to make much-needed repairs to its dilapidated housing stock, according to a new 20-year assessment released Wednesday. The estimation for the apartment repairs is a whopping 73 percent higher than NYCHA's last assessment of $45.2 billion calculated in 2017. According to the agency, nearly 40 percent of NYCHA apartments require more than $500,000 in work per unit.

56 affordable units designed for seniors are available at a new senior supportive housing project in Manhattan. Located at 37 Hillside Avenue in Inwood, the building offers senior residents social services, space to worship, and plenty of outdoor green space. Applicants must have at least one household member who is 62 years of age or older, qualifies for Section 8 benefits, and earns no more than $60,050 annually. NYC’s shelter system reaches a record 100,000 occupants

New York City's shelter system has surpassed 100,000 occupants for the first time, more than half of whom are asylum seekers, city officials announced this week. NYC is currently spending roughly $8 million a day on its shelter system, which has expanded to include 166 new emergency facilities to accommodate the surge in asylum seekers that began in the spring of 2022. The city is expected to spend more than $4 billion on its shelter system by 2024, according to the New York Times.

Elizabeth Street Garden can become affordable senior housing development, court rules

An affordable housing development can be built on the site of Little Italy's Elizabeth Street Garden, an appellate judge ruled on Tuesday, ending a decade-long battle between housing advocates and garden supporters. The project, dubbed Haven Green, will bring 123 rentals for extremely low-, very low-, and low-income seniors, along with 37 apartments for formerly homeless seniors, to one of the city's most affluent neighborhoods.

Adams vetoes NYC Council bills expanding rental assistance

Mayor Eric Adams has vetoed four City Council bills that would expand access to New York City's housing voucher program. Adams on Friday vetoed bills Intro. 229, Intro. 878, Intro. 893, and Intro. 894, claiming the legislation package, which was passed by the council last month, would cost the city an exorbitant amount of money and "make it harder" for homeless New Yorkers to find housing. The Council passed the legislation package late last month with a vote of 41 to 7, enough support to override the veto.

NYC to demolish and rebuild two NYCHA complexes in Chelsea

New York City will demolish two Manhattan public housing complexes and construct brand-new high-rise apartment buildings. The New York City Housing Authority (NYCHA) on Wednesday announced a $1.5 billion plan to demolish the Elliott-Chelsea and Fulton Houses and rebuild the more than 2,000 public housing apartments currently located there. Supported by a majority of tenants who voted in a survey on the proposal, the plan also includes new retail and commercial spaces and thousands of new mixed-income units, as first reported by the New York Times.

The largest project to stem from the 2016 rezoning of East New York launched a housing lottery for over 300 affordable apartments this week. Developed by the housing nonprofit Phipps Houses, Atlantic Chestnut is a block-long development with three interconnected buildings and more than 1,100 units of affordable housing. Adams ends NYC’s 90-day shelter rule for homeless New Yorkers

Mayor Eric Adams on Friday ended a rule that had required unhoused people to spend at least 90 days in shelter before qualifying for rental assistance vouchers. The emergency rule change expands eligibility for the vouchers, called CityFHEPS, which will in turn house more New Yorkers and free up space in the shelter system for asylum seekers. The move by the mayor comes a few weeks after the City Council passed a comprehensive set of bills expanding rental assistance, including the end of the 90-day rule. Adams criticized the rest of the package, citing budget costs, but did not say if he plans to veto the legislation.

New York lawmakers fail to reach a deal on housing

Despite New York lawmakers claiming they reached a deal on a comprehensive package of housing proposals, the state legislature has failed to pass any meaningful bills during this legislative session, as first reported by the New York Times. Negotiations between state Democrats and Gov. Kathy Hochul on Thursday fell apart as the two bodies failed to reach a deal before the end of the legislative session on Friday. Lawmakers blamed Hochul for opposing their housing proposals, including those that protect tenants from eviction and major rent hikes, and the governor claimed lawmakers never presented her with any housing bills to approve.
