Lottery opens for 300+ affordable apartments at major East New York project, from $419/month

The largest project to stem from the 2016 rezoning of East New York launched a housing lottery for over 300 affordable apartments this week. Developed by the housing nonprofit Phipps Houses, Atlantic Chestnut is a block-long development with three interconnected buildings and more than 1,100 units of affordable housing. As part of the first phase, 341 apartments are available at 250 Euclid Avenue. Qualifying New Yorkers earning 30, 40, 50, 60, and 80 percent of the area median income can apply for the available apartments priced from $419/month studios to $2,273/month three-bedrooms.

Adams ends NYC’s 90-day shelter rule for homeless New Yorkers

Mayor Eric Adams on Friday ended a rule that had required unhoused people to spend at least 90 days in shelter before qualifying for rental assistance vouchers. The emergency rule change expands eligibility for the vouchers, called CityFHEPS, which will in turn house more New Yorkers and free up space in the shelter system for asylum seekers. The move by the mayor comes a few weeks after the City Council passed a comprehensive set of bills expanding rental assistance, including the end of the 90-day rule. Adams criticized the rest of the package, citing budget costs, but did not say if he plans to veto the legislation.

A housing lottery opened this week for 22 middle-income units in a new residential development across the street from the New York Botanical Garden and the Bronx Zoo. Located at 2279 Barker Avenue in Allerton, the newly constructed luxury building offers residents spacious units with state-of-the-art appliances. New Yorkers earning 130 percent of the area median income, or between $99,086 annually for a single person and $198,250 for a household of five, can apply for the units, which include $2,890/month studios, $3,059/month one-bedrooms, and $3,599/month two bedrooms.

New York lawmakers fail to reach a deal on housing

Despite New York lawmakers claiming they reached a deal on a comprehensive package of housing proposals, the state legislature has failed to pass any meaningful bills during this legislative session, as first reported by the New York Times. Negotiations between state Democrats and Gov. Kathy Hochul on Thursday fell apart as the two bodies failed to reach a deal before the end of the legislative session on Friday. Lawmakers blamed Hochul for opposing their housing proposals, including those that protect tenants from eviction and major rent hikes, and the governor claimed lawmakers never presented her with any housing bills to approve.

Located at 1626 Village Lane, the building is part of the third phase of the Rockaway Village Apartments, a huge housing complex that is replacing an abandoned strip mall. Designed by Hill West Architects to meet Passive House standards, Gemma Gramercy is a 20-story building, located at 200 East 23rd Street, that will use 85 percent less energy than traditional buildings. Qualifying New Yorkers earning 40, 60, and 130 percent of the area median income can apply for the available apartments, priced from $836/month studios to $3,490/month for two-bedroom units.

Another high-rise residential tower is coming to Brooklyn's once-industrial Atlantic Avenue corridor. Douglaston Development on Wednesday announced it secured financing for a 17-story, 474,000-square-foot mixed-use development at 1057 Atlantic Avenue in Bed-Stuy that will include 456 rental apartments and new neighborhood amenities. The tower joins several new and proposed developments on this strip of Atlantic Avenue that will bring hundreds of new homes to the area.

Located at 583 Emerald Street, the 156-unit building represents the third phase of the new affordable development. The New York City Council on Thursday passed a set of bills that will help house more New Yorkers and free up shelter space for asylum seekers. Citing influx of migrants, Adams looks to suspend NYC’s right to shelter rule

Citing the arrival of thousands of migrants in the city, Mayor Eric Adams wants to suspend a decades-old rule guaranteeing shelter to anyone. Adams on Tuesday filed an application with a judge asking to alter the city's right to shelter rule, which guarantees any homeless person looking for shelter access to temporary housing. The mayor is looking to rewrite the rule, which has been in place for 40 years, to allow the city to suspend the right for homeless adults when it "lacks the resources and capacity to establish and maintain sufficient shelter sites," according to Gothamist.

Housing targets in every NYC district would lead to more equitable development, City Council says

A new plan by the New York City Council aims to increase affordable housing production by setting development goals for each of the city's 59 community districts. Speaker Adrienne Adams on Thursday unveiled her "Fair Housing Framework" legislation, a plan reminiscent of Gov. Kathy Hochul's rejected proposal earlier this year that called for every locality in the state to meet home creation targets. Under Adams' plan, "high-opportunity," or wealthier, transit-rich neighborhoods in the city, would be required to produce more low-income affordable housing. According to the plan, the city's housing agencies would be responsible for setting targets for each district, which would be reevaluated every five years, starting in 2025.

A massive mixed-use development project will bring nearly 700 mixed-income housing units to Upper Manhattan. Gov. Kathy Hochul on Tuesday announced the two buildings, located at 405 and 407 West 206th Street in Inwood, will feature all-electric heating and cooling and other sustainable features to help the state reach its carbon reduction goals. The $416 million complex includes a mix of studio, one, two, and three-bedroom apartments, 281 of which will be reserved for residents earning at or below 80 percent of the area median income.

A new 16-story tower at a public housing development in the Bronx launched a housing lottery for 106 senior apartments last week. Located within NYCHA's Sotomayor Houses in Soundview, Casa Celina includes 205 units for low-income seniors, with 30 percent reserved for formerly homeless New Yorkers, community facilities, and amenities, including a rooftop terrace. Applicants must have at least one household member who is 62 years of age or older, qualifies for Section 8 benefits, and earns no more than $60,050 annually. Eligible New Yorkers will pay 30 percent of their income for the available studio and one-bedroom apartments.

Half of NYC households can’t afford basic needs, new report finds

Half of all New York City households are unable to afford their basic needs, according to a new report. Released this week by the Fund for the City of New York, the report found that 1,298,212 working households, or 2,991,973 people, do not earn enough to afford essential expenses like rent, health care, food, and transportation. The number of struggling households is up to 50 percent from 36 percent in 2021, a 38 percent increase over a two-year period, highlighting the pandemic's immense economic impact on New Yorkers.
