New York lawmakers clash with Hochul’s housing plan in budgets

The New York State Assembly and Senate on Tuesday released their budget proposals, which both deviate from the priorities of Gov. Kathy Hochul and set the stage for negotiations over the next two weeks. As first reported by City & State, the Senate's budget discarded some of Hochul's top goals, including the "New York Housing Compact," a plan to build 800,000 new homes over the next 10 years to address the state's looming housing crisis. The Senate did show support for "good cause" eviction protections and the creation of a Housing Voucher Program, two proposals omitted by the governor in the past.

NYC Council Speaker revives plan to build new homes on open NYCHA land

A New York City official is reviving a plan to turn the green spaces on public housing complexes into homes. In her State of the City address on Wednesday, City Council Speaker Adrienne Adams proposed the construction of new apartment buildings on existing open spaces, known as "infill development," within New York City Housing Authority properties. Adams said her proposal would help address the city's housing crisis and provide current public housing tenants with an opportunity to relocate into upgraded, modern housing units.

See Jersey City’s $500M plan to redevelop a public housing complex into massive mixed-use community

An innovative plan to redevelop a public housing project in downtown Jersey City into a massive new community with over 600 units of housing is moving forward. The Jersey City Housing Authority (JCHA) voted to select WinnDevelopment to oversee the revitalization of the 80-year-old Holland Gardens complex, which involves razing all five existing buildings and constructing four new high-rise towers that will be home to senior housing, for-sale condos, public housing units, market-rate rentals, and community space. The $500 million project will be about 50 percent affordable, Mayor Steven Fulop announced last week.

Applications are currently being accepted for newly-constructed middle-income apartments at the massive mixed-use development Bankside in the South Bronx. As part of the project's second phase, Lincoln at Bankside contains 921 apartments, 145 of which are rent-restricted and available through the housing lottery. Qualifying New Yorkers earning between $86,572 annually for a single-person household and $215,150 annually for a household of seven can apply for the apartments, priced from $2,525/month studios to $4,373/month three-bedroom apartments.

A major new housing development in the Bronx is currently accepting applications for 127 newly constructed affordable apartments. Designed by Aufgang Architects, The Bronx Grove consists of two sustainable 11-story buildings in Bedford Park, a neighborhood home to Fordham University and the New York Botanical Garden. Manhattan borough president sees the city’s vacancies as opportunities for creating new housing

Manhattan Borough President Mark Levine released a report this week outlining 171 locations in the borough he believes can be turned into more than 73,000 new homes. The report, titled "Housing Manhattanites," seeks to address Manhattan's housing shortage and answer a critical question: "Where in our borough can we build the housing that Manhattanites so desperately need?" Of these housing opportunities, Levine explained to the New York Times: "Some of it is hiding in plain sight. There has been a Post Office that has been closed. There’s an abandoned bus depot that is not being used. There’s manufacturing space which is empty. There are buildings that landlords surrendered to the city for back taxes decades ago."

Lottery opens for 144 mixed-income units at new Chelsea rental with lots of green space, from $1,329/month

 NYC Department of Housing Preservation and Development Applications are now being accepted for 144 mixed-income apartments at the currently-under-construction development known as Ruby at 241 West 28th Street in Chelsea. Upon completion later this year, the 25-story mixed-use building will have 480 rental apartments, 8,500 square feet of ground-floor retail, landscaped gardens, and an impressive menu of amenities including rooftop pools, terraces, and lounges. The affordable units are available to New Yorkers earning between 70 and 130 percent of the area median income, or between $48,138 for a single person and $130,046 for a five-person household. Apartments range from $1,329/month for studios to $3,793 for two bedrooms.

Sunset Park senior rental launches lottery for 57 affordable apartments

A housing lottery launched this week for 57 affordable apartments at a new senior housing project in Sunset Park. Located at 6309 4th Avenue on the site of the former Zion Lutheran Church, the Sunset Ridge Senior Apartments comprises a new nine-story building and two existing adjacent townhomes. In Harlem, controversial truck depot opens on site of failed housing project

On the Harlem lot where a residential development with hundreds of housing units was once proposed, a truck depot opened this week. As Patch first reported, the first trucks drove on Wednesday to the stop on West 145th Street, the site of the One45 proposal. After the council member refused to support the new mixed-use development, citing gentrification and lack of affordable housing, the developer scrapped the plan in May and moved forward with one that did not require zoning changes. The depot can hold up to 200 vehicles.

Wellness-focused housing development with 238 affordable units coming to Bed-Stuy

A wellness-focused housing development is coming to Bed-Stuy. The city's Department of Housing Preservation and Development last week selected the "The Steps at Saratoga" proposal from RiseBoro, IMPACCT Brooklyn, and Urbane Development. Planned for the corner of Fulton Street and Saratoga Avenue, the project consists of two new buildings with 238 affordable apartments, including 158 units for low-income families and 80 for seniors. The development will offer residents several wellness and food justice programs, including access to a food co-op, a demonstration kitchen, a greenhouse, and a center dedicated to elderly care.

NYC’s plan to convert office space into housing could create 20,000 homes

In December, Mayor Eric Adams and Gov. Kathy Hochul announced a plan to address the needs of post-pandemic New York by creating mixed-use neighborhoods in central business districts to draw more residents, businesses, and tourists. Stuy Town tenants win lawsuit to keep apartments rent stabilized

More than 6,000 apartments at Manhattan's largest apartment complex will remain rent-regulated after a judge last week ruled in favor of Stuyvesant Town-Peter Cooper Village tenants. State Supreme Court Justice Robert Reed determined Stuy Town landlord Blackstone Group's attempt to deregulate the apartments was unlawful, becoming the first major tenant-led effort against developers that tested the integrity of the state's 2019 Housing Stability and Tenant Protection Act.

NYC lost over 100,000 rent-stabilized units since 2019, according to report

Despite a 2019 state law that largely prohibits landlords from deregulating rent-regulated apartments, the number of rent-stabilized units in New York City has dropped significantly, as first reported by The City. These findings indicate that there are potentially thousands of tenants who are currently paying rent that is more than the previously regulated amounts. These tenants also lack the rights given to New Yorkers living in rent-regulated units, like guaranteed lease renewals and restricted rent hikes.
