NYC unveils rules for 485-x tax break, office-to-residential incentive

The city's Department of Housing Preservation and Development (HPD) on Monday released proposed rules for 485-x, the tax exemption that replaced 421-a, and the new 467-m incentive for converting offices into housing. Adams announces more funding to help NYC homeowners build accessory dwelling units

New York City will expand a pilot program that helps homeowners build accessory dwelling units (ADUs) on their properties. Mayor Eric Adams this week announced an additional $4 million in state funding for the pilot program "Plus One ADU," launched last November. With the additional funds, the program will provide $395,000 to up to 35 homeowners to build or convert an ADU on their property.

NYC financed the most new affordable homes on record this fiscal year

New York City has produced a record-breaking number of affordable housing units for back-to-back years, Mayor Eric Adams announced Monday. In the fiscal year 2024, the city financed 28,944 affordable and public housing units through new construction and preservation efforts, the highest for any fiscal year. The mayor also touted his administration's effort to move a record number of homeless New Yorkers into permanent housing, streamline the housing lottery system, and build the most supportive homes and homes for homeless New Yorkers in the city's history.

New bill would require NYC landlords to provide air conditioning during the summer

After multiple heat waves this summer, a Brooklyn elected official has proposed legislation mandating landlords provide air conditioning to tenants. Last week City Council Member Lincoln Restler introduced a bill to update the existing housing code and require landlords to provide tenants with air conditioning in the warmer months, just as they are required to provide adequate heat during the winter. If the legislation is enacted, property owners would have four years to comply with the rule or face up to $1,250 in fines per day for noncompliance.

Inwood development with public library and 100% affordable housing opens

New York City this week celebrated the opening of a unique new development in Inwood that combines a public library with affordable housing. City officials on Wednesday opened The Eliza, a 14-story rental with 174 deeply affordable apartments atop a two-level New York Public Library branch. In addition to 100 percent affordable homes and a public library, the project at 4790 Broadway also includes a pre-K space, STEM learning center, and community facility.

35-acre nature preserve opens in the Rockaways at NYC’s first net-zero community

New York City this week opened a public nature preserve in Far Rockaway that serves as the centerpiece of a new sustainable mixed-use project. The 35-acre natural area marks the first phase of Arverne East, a development transforming a vacant 116-acre oceanfront site into a community with 1,650 homes, retail, and open space. The nearly $1 billion project will produce more energy than it consumes, through passive house construction and a district geothermal system, making it the city's first net-zero community.

NYC secures arrest warrant for city’s ‘worst landlord’

New York City’s most negligent landlord may soon find himself behind bars. The city’s Department of Housing Preservation and Development (HPD) on Monday secured a warrant of arrest and commitment to civil jail for Daniel Ohebshalom, a notorious landlord whose track record of 3,293 open violations earned him the number one spot on the 2023 “Worst Landlord List.” The warrant orders Ohebshalom to be detained in civil jail for up to 60 days unless he complies with a court order to fix nearly 700 violations at his properties at 705 and 709 170th Street in Washington Heights.

The project falls under the Atlantic Avenue Mixed-Use Plan (AAMUP), which in combination with the nearby redevelopment of a Dean Street parking lot, will bring roughly 270 affordable homes to Prospect Heights.

New York City's worst landlord broke the city's record for most open housing violations two years in a row. NYC Public Advocate Jumaane D.
