As plans for 5 WTC push forward, long-time FiDi residents seek more involvement in the process

Last month, Gov. Andrew Cuomo put out a request for proposals for 5 World Trade Center, the last remaining site at World Trade Center’s southern end and the former home of a Deutsche Bank Building that was severely damaged during the September 11 attacks. The RFP seeks commercial or mixed-use proposals for a roughly 900-foot-tall building, that may include a residential component. As the process continues to unfold—and rapidly, with a site tour for interested developers scheduled on July 22—local residents worry that their voices are being left out, as Daily News reported.

Cuomo releases RFP for 5 World Trade Center, may include 900-foot tower and affordable housing

Earlier this month, the Port Authority and the Lower Manhattan Development Corporation arrived at a deal to release a request for proposals for the development of 5 World Trade Center, Crain's reported. The two state agencies had been locked in negotiations over how to develop the last site, which lies at the World Trade Center's southernmost end, surrounded by Washington, Albany and Greenwich streets, for years; as a result, the site has remained in limbo. Today, Governor Cuomo officially released a Request for Proposals for the site, which allows for either commercial or mixed-use proposals for a roughly 900-foot-tall building. Any proposals putting forth a residential component must include "onsite affordable units that comply with New York City's Mandatory Inclusionary Housing program," according to a press release.

Port Authority proposes extensive fare and toll hikes for bridges, tunnels, and AirTrains

The Port Authority is set to propose a series of comprehensive fare hikes across all its bridges, tunnels, and trains at a board meeting this Thursday, as amNY reported. A series of policy changes would be implemented along with the increases, including a new “ground transportation access fee” at major airports, a $4 charge for both pickups and drop-offs in ride-hail services, a $4 pickup fee for taxi trips, and an increase in AirTrain fares from $5 to $7.75. The additional revenue—about $235 million a year—would go toward the agency’s much-needed infrastructure improvements. The agency will also seek approval for a $4.8 billion increase in its 10-year spending plan, aimed toward upgrades at the area’s three major airports.

Real-time security checkpoint and taxi wait times now available for NYC airports

Travelers who frequent New York City airports will now be able to plan a slightly smoother trip. Real-time tracking of security and taxi wait times have rolled out at Port Authority-operated terminals at John F. Kennedy, Newark Liberty, LaGuardia, and New York Stuart International airports, the agency announced Monday. Using a real-time measurement tool "BlipTrack," passengers can track the wait times online for TSA checkpoint screening areas and taxi stands at 14 terminals across the four airports.

NYC tunnels finally have GPS service

The days of losing your GPS signal in the tunnel are over. The popular maps application Waze announced on Tuesday that it has partnered with the Metropolitan Transportation Authority and the Port Authority of New York and New Jersey to deploy "Waze Beacons" in New York City. As of this morning, users of the Holland Tunnel, Lincoln Tunnel, Queens-Midtown Tunnel, and Brooklyn Battery tunnel will be able to enjoy this revolutionary technology.

Port Authority launches public poll to decide fate of awkward Holland Tunnel holiday decorations

Update 12/17/18: Following the public poll, the Port Authority says they will move the Christmas tree over the A and remove the wreath over the U in Tunnel.  The Port Authority is asking commuters to weigh in on the great Holland Tunnel holiday decoration debacle that many are calling an "OCD nightmare." While the decorations have historically been placed to sit aligned symmetrically above the tunnel lanes, workers who were tasked with decking out the tolls created an eyesore by placing a triangular tree over the N in "Holland" and by putting a wreath over the U, turning the "Tunnel" into a "Tonnel." As the New York Post reported, Cory Windelspecht of Tribeca decided to start a Change.org petition to challenge the decor faux pas. “I look at it and it makes me itch. It gives me anxiety and anger," he fumed. "Why wouldn’t they just put [the tree] in front of the A?”

REVEALED: Cuomo’s $13B JFK Airport overhaul to feature an indoor ‘park’ and food hall

Gov. Andrew Cuomo revealed new details Thursday of his $13 billion plan to overhaul John F. Kennedy Airport and transform it into a 21st-century transit hub. In addition to two much-needed new international terminals, the overhaul will bring NYC's biggest tourist attractions into its passenger waiting areas and a central hub. There will be interior green space called "Central Park at JFK," a food hall modeled after Chelsea Market, an elevated walkway called "The High Line," and artwork and exhibits honoring iconic landmarks, including the Statue of Liberty's torch.

Port Authority approves $355M project to rehab JFK runway and add a ‘high-speed taxiway’

The Port Authority's Board of Commissioners approved on Friday a $355 million plan to rehabilitate a key runway at John F. Kennedy Airport and add a new high-speed taxiway. The 10,000-foot-long runway, or 13L-31R, that will get the revamp handles nearly half of all planes arriving at JFK. This runway, one of four at the airport, will close between April and the end of 2019.

Despite growing demand, the $10B overhaul of JFK Airport does not include a new runway

Gov. Andrew Cuomo announced last year plans to overhaul John F. Kennedy International Airport (JFK) with state-of-the-art modern terminals, world-class amenities, and centralized expanded parking lots. But the $10 billion plan, with more details coming from Cuomo in the next few weeks, does not include building a new runway, despite the airport serving a record number of visitors last year, the Wall Street Journal reported Sunday. In 2017, the airport served 59 million passengers compared to 48 million passengers in 2008, a 23 percent increase, according to Port Authority data.

New renderings and a 2022 deadline for Cuomo’s AirTrain to LaGuardia

Via Governor Cuomo's office Gov. Andrew Cuomo on Monday signed legislation that jumpstarts the construction of the AirTrain to LaGuardia Airport by letting the state use eminent domain to secure land for the project. Passed by the state legislature last week, the bill permits the state to acquire parcels of land already owned by the City or MTA between Willets Point and the airport, allowing the train to run along Grand Central Parkway. LGA is the only major airport on the East Coast without a rail connection, with 86 percent of travelers using cars to access it. "How can you not have a rail train to the city from a New York airport? I mean, it's just incomprehensible, right?" Cuomo said at the bill signing event. According to the governor's office, the train could bring passengers via the 7-train or LIRR trains between Midtown and the airport within 30 minutes.

JetBlue taps RXR Realty and Vantage Airport Group for JFK expansion

JetBlue Airways this week selected RXR Realty and Vantage Airport Group to lead its planned terminal expansion at John F. Kennedy International Airport. The project, estimated to cost between $2 billion and $3 billion, will add larger gates in order to fit wider planes. JetBlue, which currently operates out of JFK's Terminal 5, will expand across to Terminal 6 and possibly Terminal 7, according to the Wall Street Journal. The proposed expansion comes over a year after Gov. Andrew Cuomo announced a $10 billion overhaul of JFK, aimed at expanding and redeveloping terminals, redesigning on-airport roadways for easier access and adding more dining and retail options. The Port Authority of New York and New Jersey, the agency which oversees the airport's operations, will work with JetBlue about if and when the project can proceed.

7 train extension to NJ is among long-term solutions being studied to address commuter hell

How long does it take to get to New Jersey by subway? The answer might be "about 22 years." That's if the round of attention focused on extending the New York City subway system across the Hudson makes it a reality. According to AM New York, Transit officials have said they'll be exploring the extension of the 7 line into New Jersey as part of a study involving a cross-Hudson rail link. The link is one of several solutions being studied in an effort to alleviate a commuter crunch between the two metro areas that's expected to grow continuously over the next 20 years.

Plan for a performing arts space at the World Trade Center moves forward

The project to bring a performing arts center to the World Trade Center is finally back on track, almost 15 years after the idea was included in the original vision for rebuilding the area post-9/11. Gov. Andrew Cuomo announced on Thursday an agreement for a 99-year lease between the Port Authority and the World Trade Center Performing Arts Center Inc. (PAC) for $1 per year, paving the way for construction to begin. Named for the billionaire who gifted $75 million to the project, the Ronald O. Perelman Performing Arts Center will include 200,000 square feet of space, three halls and a rehearsal space, a restaurant and a gift shop. If everything moves smoothly, the center could open as soon as the 2020 or 2021 season.

Cuomo asks MTA to study possible subway extension from Manhattan to Red Hook

Gov. Andrew Cuomo called on the Metropolitan Transportation Authority on Tuesday to study a possible extension of subway service from Lower Manhattan to a new station in the Brooklyn neighborhood of Red Hook. In addition to expanding transit options, the governor is also asking the Port Authority of New York and New Jersey to consolidate maritime operations by relocating them to Sunset Park, as a way to free up space for community activities. The revitalization of Red Hook is Cuomo's 21st proposal expected to be delivered in his 2018 State of the State address on Wednesday.

Port Authority approves more than $1B for construction at NYC airports

With the approval of its $8 billion 2018 budget on Thursday, the Port Authority of New York and New Jersey plans to spend more than $1 billion on major redevelopment projects at LaGuardia, Newark Liberty International and JFK Airports next year. The agency’s board of commissioners approved a budget that allocates $3.2 billion for operating expenses and $3.4 billion for capital expenses. According to the Wall Street Journal, $578 million will be put toward the $8 billion redevelopment of LaGuardia and $167 million toward a $2.3 billion redevelopment plan of Newark's Terminal A.

Proposal to extend PATH train to Newark airport heads to public meetings this week

A new proposal from the Port Authority of New York and New Jersey would extend the PATH system's Newark to World Trade Center line from its current terminus at Newark Penn Station to the Newark Liberty Rail Link Station (Airport Station) at Newark Liberty International Airport. The addition would allow better transit access to and from the airport for Lower Manhattan and Bergen, Hudson, and Essex Counties in New Jersey–there is currently no pedestrian or bus access to the Airport Station. The Port Authority is holding two public meetings this week in Newark to discuss the project's scope.

Plan for LaGuardia AirTrain inches forward with $55M lift from Port Authority

The Port Authority on Thursday approved $55 million in funding for the second phase of planning for an AirTrain to LaGuardia airport, a project first announced nearly three years ago. The authority previously allocated $20 million for the AirTrain which would run between Mets-Willets Point and the airport, one part of Gov. Andrew Cuomo's plan to revamp LaGuardia. According to the Daily News, the total $75 million will go towards technical planning, design work and developing an environmental impact report. Despite this new investment, the AirTrain still has no final cost estimate or a completed study, but previous estimates price the project at $1 billion.

Top architects and engineers present solutions for NYC’s soon-to-explode population

As more and more people move to the Big Apple, the city is running out of room to house all of them. According to Mark Ginsberg of Curtis & Ginsberg Architects, even if the city were developed to the maximum capacity legally allowed, this would still only be enough room to house 9.5 million New Yorkers. Building up every square foot that has been zoned for development is impossible and the city’s population is projected to pass 9 million by 2040. At a real estate conference hosted by Crain’s last week architects from five different firms laid out their plan to serve the city’s swelling population and each focused on a specific borough.

Port Authority Bus Terminal unlikely to be built anew; gets updated timeline

After multiple feuds, budget concerns and delays, the Port Authority of New York and New Jersey may have finally reached an agreement on a timeline to replace or renovate the bus terminal. As the Associated Press reports, the plan to replace the Port Authority Bus Terminal has shifted attention back to the existing midtown Manhattan, instead of relocating it one block west. Board members of the bi-state agency said a study of the original site will be finished by the end of July to determine the cost and schedule of renovation. Following that study, an environmental review is expected later this year, which could take about two years. Construction cannot begin until the review is completed.

World Trade Center Performing Arts Center may be delayed again

It's been almost 13 years since Frank Gehry initially designed the Performing Arts Center at the World Trade Center (PACWTC). After his plans got shelved in late 2014 due to fundraising issues and construction delays on the transit hub below, it seemed like the last vacant site at the complex would forever remain that way. That is until this past fall when a $75 million gift from billionaire businessman and philanthropist Ronald O. Perelman brought the $243 million project back to life and made it possible to proceed with new designs. Despite this new optimism, it looks like the Center will be delayed yet again, as Crain's reports that unresolved issues between the Lower Manhattan Development Corp. and the Port Authority are setting things behind schedule, which could cost the project $100 million in federal funds.

Port Authority may add $4 curbside taxi fee at airports

Image by Grant Wickens via flick CC As far back as 2015, 6sqft reported that the Port Authority was considering fees for vehicles pulling up curbside to drop off or pick up passengers at New York City's airports as a way to reduce the congestion that has worsened since services like Uber and Lyft have arrived. The city's airports are among the only ones in the U.S. that don't charge curbside access fees. Now the Daily News has obtained a Port Authority draft proposal outlining the proposed fees. Taxi and hired car passengers could be hit with a $4 charge for each trip in and out of Kennedy, LaGuardia and Newark airports as early as next year. The fee would be charged to the car operators and would presumably be passed to passengers

Port Authority approves $32.2B capital plan, will include new bus terminal and airport upgrades

The Port Authority Board of Commissioners yesterday approved a $32.2 billion, 10-year capital plan--the agency's largest ever. The major allocations include: $3.5 billion to begin the planning and construction of a new Port Authority Bus Terminal; $10 billion towards improving trans-Hudson commuting, including a $1.5 billion Goethals Bridge replacement, completion of the $1.6 billion Bayonne Bridge rebuilding, and a $2 billion rehab of the George Washington Bridge; $11.6 billion in major airport upgrades, which factors in $4 billion for the new LaGuardia Terminal B, a plan to extend the PATH train from Newark Penn Station to the Newark Airport, and the beginning of Cuomo's JFK overhaul; and $2.7 billion towards the Gateway rail tunnel project.

Port Authority’s ‘quid pro quo capital plan’ for NY and NJ stifles infrastructure improvements

Yesterday, 6sqft revealed Governor Cuomo's plan to give JFK Airport a long overdue overhaul, an endeavor that would cost nearly $10 billion, funded just over two-thirds in part by the private sector with another $2 billion provided by the government. Given that most of New York and New Jersey's regional transportation infrastructure (including bridges, tunnels and airports) falls within the joint jurisdiction of the Port Authority of New York and New Jersey, New Jersey will as a result receive similar funding for a project of their own—and that's a problem according to The Record reporter Paul Berger. Yesterday, Berger published a confidential document obtained from the Port Authority that details how $30 billion will be spent on infrastructure over the next 10 years. While the purpose of the Port Authority is to divvy up cash across the region based on need, as Berger writes, the document simply shows how "interstate jealousies over funding" have led to a "quid pro quo capital plan" that completely bucks this objective.

Budget woes and design disagreements cause Port Authority to stall on new bus terminal plans

Just two months ago, West Side elected officials and the Port Authority agreed to move ahead on the 10-year, $10 billion capital project to replace the current Bus Terminal, releasing five design proposals for a new building.
