De Blasio’s new budget boosts funding for anti-Airbnb enforcement

With the announcement of Mayor de Blasio’s new executive budget on Wednesday, the shaky relationship between the short-term rental company Airbnb and New York City continues. As reported by Crain’s, the city plans to crack down on illegal short-term rentals by spending an extra $2.9 million over the next two fiscal years. For the fiscal year 2018, the mayor plans to pour $1.6 million into expanding the city’s Office of Special Enforcement, which inspects and fines landlords who rent entire apartments out for fewer than 30 days.

First fleet of electric buses will be rolled out in NYC this year

In recognition of Earth Week, Governor Cuomo announced a new pilot program to bring electric buses to New York City this year. The MTA board has approved to lease the first five electric buses, and the lease for the next five will be presented later this year. The program will cost $4 million for three-year leases, which includes six depot charging stations. A charging station will be located at the Grand Avenue Depot in Maspeth, where buses will charge overnight. The first leg of the pilot will also include one "en-route" charging station at the Williamsburg Bridge Plaza in Brooklyn, which will serve as the hub for nine routes.

Work to begin this spring on Penn Station-Moynihan Train Hall complex

This spring, the 650,000 commuters who travel through Penn Station daily may finally start to witness Governor Cuomo’s $1.6 billion plan to revamp what he called the “overcrowded, decrepit and claustrophobic” station into a more spacious and high-tech transit hub. As the Daily News reports, the first phase of the overall Moynihan Station Development Project will begin soon, extending Penn Station’s West End Concourse to reduce congestion. The second phase will transform the James A. Farley Post Office into the new Moynihan Train Hall, which will hold more than 112,000 square feet of retail and 588,000 square feet of office space, in addition to new ticketing and waiting areas for Amtrak and Long Island Railroad passengers.

Starting Monday, three Brooklyn R train stations will shut down for six months

Last January, Governor Cuomo announced a massive undertaking to "modernize and fundamentally transform" the MTA and the subway by adding more countdown clocks, contactless payment by next year, Wi-Fi at all stations (mission accomplished, here), and other high-tech features. It also included news that 30 stations would be revamped, requiring them to shut down entirely for six to 12 months, instead of just on nights and weekends. As of Monday, as amNY tells us, the first three on this list-- the R train stations at 53rd Street in Sunset Park, Bay Ridge Avenue, and Prospect Avenue--will close for half a year for a combined $72 million renovation.

Governor Cuomo’s $1.4B Central Brooklyn plan stokes gentrification debate

Governor Cuomo announced a $1.4 billion initiative last week to bring resources like health care services and new jobs to Central Brooklyn. According to the governor, the plan, called “Vital Brooklyn,” will bring 7,600 jobs and more than 3,000 new affordable housing units to Brownsville, East New York, Bedford-Stuyvesant and Crown Heights. And while Cuomo’s administration found these neighborhoods to be some of the most disadvantaged in the state, residents worry about the possible gentrification and displacement effects (h/t NY Times).

As subway delays double, Cuomo may cut MTA funding by $65 million

Gov. Andrew Cuomo’s executive budget includes a "hidden" $65 million cut to state funding headed for the MTA, the Daily News reports. The $244 million in funding–compared to $309 million in 2016–represents a 21 percent drop in money from the state’s general fund intended to shore up the MTA after a drastic 2011 payroll tax cut on regional businesses the transit agency serves. The funding cut comes on the heels of data that show subway delays have more than doubled during that same time period according to the New York Times.

Governor Cuomo reveals new details about LED light shows coming to NYC bridges and tunnels

"This is very exciting. This project is going to blow people away," Governor Cuomo told the Post about his plan to outfit the city's bridges and tunnels with multi-colored, energy-efficient LED lighting systems. In fact, he went so far as to say that these toll crossings would become the city's newest tourist attraction. Part of his larger $500 million New York Harbor Crossings Project, the lighting program called "The City That Never Sleeps" will take on different colors and patterns, be choreographed with music for holidays and events, and be visible from miles away.

City says Cuomo’s ‘Affordable New York’ plan would cost an extra $820M

Governor Cuomo recently announced that his revised version of the city's 421-a tax exemption program would officially be moving forward. He said the initiative, dubbed "Affordable New York," would create 2,500 new affordable housing units per year, but a new study from the city's Department of Housing Preservation and Development says this will come at a cost. As Politico reports, Cuomo's changes to the program would cost NYC an additional $820 million over 10 years if approved by the state Legislature, $82 million a year more than Mayor de Blasio's proposed 421-a overhaul in 2015.

POLL: Will construction begin on a new Port Authority bus terminal by 2021?

After stalling repeatedly over design disagreements, budget woes, and funding squabbles, NJ.com reports that The Port Authority said it hopes to have a new midtown Manhattan bus terminal built in New York by 2030, shovels in the ground by 2021 and be "well underway" by 2026. Though some lawmakers expressed doubt about the ambitious schedule, Steven P. Plate, Port Authority chief of major projects, said at a Legislative Oversight Committee joint hearing about the agency's $32 billion revised capital plan, "We will have full environmental approval, permits in place and construction well underway" according to that timeline.

Cuomo dubs revised 421-a plan ‘Affordable New York,’ advances new legislation

A year after the city’s 421-a tax exemption program expired, a new version of the affordable housing incentive is officially moving forward. In August, Governor Cuomo released a new version of the plan that which include wage subsidies for construction workers and extended terms for the tax breaks, and after the Building and Construction Trades Council of Greater New York and the Real Estate Board of New York (REBNY) reached an agreement in November to move ahead with this version, the Governor's office now reports that they'll be advancing new legislation to move ahead the program that's now been re-named "Affordable New York." Cuomo says this will create 2,500 new affordable housing units per year.

Cuomo announces 750-mile Empire State Trail, a continuous trail connecting NYC to Canada

Joggers, walkers, cyclists, cross country skiers and just about anyone who can move their feet will in the very near future be able to follow a single trail direct from the bottom of Manhattan all the way to the border of Canada. This morning Governor Cuomo announced that the state would invest in building a $200 million Empire State Trail that would span 750 miles and become the largest, state multi-use trail in the nation. The project would build upon two existing but incomplete trailways—the Hudson River Valley Greenway (now 50 percent complete) and the Erie Canalway (now 80 percent complete)—and essentially run from Battery Park City all the way up to the Canadian border in the North Country, and from Albany to Buffalo.

Governor Cuomo announces six investments to advance NYC’s outer boroughs

Continuing his 2017 State of the State proposals, Governor Cuomo made an announcement this morning that the state would invest in six regional projects "to move New York City's outer boroughs forward." In addition to healthcare-related initiatives, these include: up to 3,000 new units of affordable housing in Brooklyn with wellness-focused amenities; permanent toll reductions on the Verrazano-Narrows Bridge for Staten Island residents; $10 million towards the Orchard Beach pavilion redevelopment; and $108 million in financing for the Kingsbridge Armory in the Bronx to be transformed to an ice center.

Port Authority’s ‘quid pro quo capital plan’ for NY and NJ stifles infrastructure improvements

Yesterday, 6sqft revealed Governor Cuomo's plan to give JFK Airport a long overdue overhaul, an endeavor that would cost nearly $10 billion, funded just over two-thirds in part by the private sector with another $2 billion provided by the government. Given that most of New York and New Jersey's regional transportation infrastructure (including bridges, tunnels and airports) falls within the joint jurisdiction of the Port Authority of New York and New Jersey, New Jersey will as a result receive similar funding for a project of their own—and that's a problem according to The Record reporter Paul Berger. Yesterday, Berger published a confidential document obtained from the Port Authority that details how $30 billion will be spent on infrastructure over the next 10 years. While the purpose of the Port Authority is to divvy up cash across the region based on need, as Berger writes, the document simply shows how "interstate jealousies over funding" have led to a "quid pro quo capital plan" that completely bucks this objective.

REVEALED: $10 billion overhaul announced for JFK Airport – see new renderings

"We shouldn’t settle for second best on anything,” Governor Cuomo proclaimed at the opening of the Second Avenue Subway this past weekend, and he was serious. This afternoon Cuomo announced that John F. Kennedy International Airport (JFK) will receive a massive overhaul that will transform the dated hub into a modern, state-of-the-art facility that can finally "meet the needs of a 21st century economy." As laid out by the governor's office, the revamp will address three main issues: unifying all the terminals with an interconnected layout so the airport is more easily navigable; improving road access to the airport; and expanding rail mass transit to meet projected passenger growth. In 2016 the airport served 60 million passengers, and this number is expected to increase to 75 million by 2030 and 100 million passengers by 2050.

Nearly 100 years later, the Second Avenue Subway officially opens!

Today history is made, as January 1, 2017 marks the official public opening of the long-awaited Second Avenue Subway. The New York City transit endeavor has been in the works for nearly a century, and finally after countless delays and an eye-popping $4 billion bill, straphangers on the far Upper East Side will have access to three brand new stations at 72nd, 86th and 96th Streets. Just before midnight yesterday evening, Governor Cuomo, MTA CEO Thomas F. Prendergast, city and state pols, members of President Obama’s Cabinet, local community members, and many of the workers who helped build the new line’s massive underground tunnels and stations, took the line's inaugural ride.

POLL: Is Governor Cuomo’s plan to get rid of tollbooths a good idea?

In a press release sent out yesterday, Governor Cuomo gave an update on his $500 million overhaul of NYC's bridges' and tunnels' tolling systems. When he first put forth the plan in October, he included flashy renderings of the new cashless collection systems, complete with LED light shows, but his latest announcement tells us that by the end of 2017, old-fashioned tollbooths will be a thing of the past at all MTA-operated bridges and tunnels in the New York metropolitan region.

Second Avenue Subway will run with limited service for its first week

If you thought yesterday's news that the Second Avenue Subway would meet its deadline and open on January 1st was too good to be true, you were partially correct. Though service will in fact begin as of the new year, a press release from the Governor's office tells us that for its inaugural week, the line will only run from 6am to 10pm, a blow to late-night commuters and those visiting the city for the holidays.

Second Avenue Subway officially opens to the public January 1, 2017!

Recent weeks have brought conflicting reports of whether or not the Second Avenue Subway would meets its December 31st deadline, but Governor Cuomo has announced that the public will be able to swipe their cards on the new line as of January 1, 2017! The stations will be officially open for business on New Years Eve, at which time the Governor will host a group of dignitaries to celebrate the nearly 100 years-in-the-making project. As the Daily News reports, this also means that there will be no partial opening as previous accounts speculated, and all stations (96th, 86th, and 72nd Streets, along with the transfer point at 63rd Street), entrances, and elevators will be ready to go. "We believe in the team, and that’s why we’re saying we’re going to open Jan. 1. It’s a leap of faith, but I’m willing to take that leap of faith," said Cuomo.

Governor Cuomo announces ‘Subway Therapy’ Post-Its will be preserved

Among the more positive things to emerge from the 2016 election was the very visible outpour of love and solidarity by New Yorkers, who not only took to the streets together to stand up for what they believe in, but without inhibition expressed their anger, fears, hopes and words of comfort for one another on colorful Post-Its stretched along the 14th Street-6th/7th Avenue subway corridor. Recognizing the historic nature of this spontaneous art movement, Governor Cuomo announced this morning that the New-York Historical Society will partner with the MTA to preserve some of the thousands of "Subway Therapy" sticky notes that have materialized over the last weeks.

JFK’s TWA Hotel breaks ground, gets new renderings

The shovels were out at JFK's TWA Flight Terminal yesterday, as MCR Development and JetBlue broke ground on their project to turn Eero Saarinen‘s mid-century modern masterpiece into the high-end, 505-room TWA Hotel. According to a press release, Governor Cuomo attended the festivities, noting that the conversion "will preserve this iconic landmark while cementing JFK’s status as a crown jewel of aviation." The news also came with two renderings that show the two, six-story, crescent shaped hotel buildings that will rise on either side of the existing structure.

Second Avenue Subway won’t open until all stations are finished says MTA

On Monday, the Governor's office put out a statement that Cuomo was "cautiously optimistic" that the Second Avenue Subway would open on time by the end of the month. Yesterday, MTA chairman Tom Prendergast echoed this statement, but was quick to point out that the long-awaited line would only open on December 31st if all stations were up and running (previous reports talked of a partial opening), reports the Daily News. "Track’s done, signals are done, we’ve run trains, we’ve exercised the signal system," he said. "We’re talking about finish and escalators, elevators — things of that nature in the station."

Amtrak’s Hudson River tunnels project could bring 3 years of traffic jams

Back in January, Amtrak unveiled its $24B Gateway Program, a plan that would overhaul the Hudson River rail tunnels by building a brand new tunnel and repairing another that is currently in disrepair. Work under the plan would also encompass expanding Pennsylvania Station in Manhattan and replacing rail bridges in New Jersey. While details on the course of construction were previously thin, according to draft proposals obtained by Reuters, we now know that work on the new tunnel will begin in 2019, and the West Side Highway could be subject to three years of traffic jams as a result.

New York City awarded $80.2 million in state funding competitions for 121 projects

NYC will get a big boost thanks to Governor Cuomo's Regional Economic Development Council competitions, a six-year-old initiative that provides "ground-up" funding driven by a community's success in improving quality of life and growing the local economy. New York City was named a "top performer" by the administration and awarded $80.2 million. The hefty sum will be allocated towards 121 projects across all five boroughs, including $1 million to build a tech incubator facility in Brooklyn, $1 million for a shuttle-bus service for the Brooklyn Navy Yard, $2.1 million to support the Green Point Manufacturing and Design Center, and $1.24 million to complete the final section of the Brooklyn Bridge Park beneath the bridge. Money will also go towards brownfield clean-up, supporting workforce expansion in local organizations, job training, and improving parks in low-income neighborhoods.

NYC will have free Wi-Fi in all underground subway stations by year’s end

NYC Subway riders will soon be less able to blame their subway commute for not being able to immediately answer that all-important email or text. Last January 6sqft highlighted Gov. Andrew Cuomo’s plan to get all MTA subway stations connected with free Wi-Fi by the end of this year as part of a comprehensive plan to upgrade subway infrastructure. According to AMNewYork, plans to implement free Wi-Fi in all 279 of the city’s subway stations are on track for the end of this year; as of Tuesday, 250 of them are already up and running.

Cuomo sets aside $300M in tax-exempt bonds for NYC affordable housing

As of the summer, Mayor de Blasio was ahead of schedule on his ambitious plan to build or preserve 200,000 units of affordable housing over 10 years, having financed nearly 53,000 such apartments. His goal will now be even closer in grasp thanks to the additional $300 million in federally tax-exempt bonds the Governor has allocated to subsidize the cost of new construction, which brings the city's total bond capacity to $771 million, according to the Daily News, an 11 percent increase over 2o15.
