De Blasio unveils five-point plan to reduce congestion on NYC’s busiest streets

Mayor Bill de Blasio announced on Sunday a five-point plan designed to ease congestion in the city’s busiest neighborhoods. The program, called “Clear Lanes,” includes a series of initiatives like creating new moving lanes in Midtown, clearing curbs during rush hour and expanding NYPD enforcement of block-the-box violations. Beginning in January, in addition to the heavily congested Midtown, rush-hour deliveries will be banned during a six-month test run on Roosevelt Avenue in Queens and Flatbush Avenue in Brooklyn (h/t New York Times).

City officially pitches four neighborhoods for Amazon’s HQ2

Mayor Bill de Blasio and the New York City Economic Development Corporation released their official pitch for Amazon's second headquarters on Wednesday, one day before the deadline. Boasting the city's talented tech workforce, the de Blasio administration has pitched Midtown West, Long Island City, the Brooklyn Tech Triangle (DUMBO, Downtown Brooklyn and the Navy Yard), and Lower Manhattan as the four best spots for Amazon to call home. The tech giant's nationwide competition, announced in September, set out to find their next headquarters, called HQ2. The company promises the headquarters will bring 50,000 new jobs and $5 billion in initial city investment.

Eateries and entertainment venues proposed for Governors Island

Since Governors Island first opened in 2005, transforming the 172-acre piece of land in the New York Harbor into a public space has been slow. However, after a 40-acre park with a playground opened last year the ball has officially started rolling. According to Crain’s, the Trust for Governors Island recently released two requests for proposals aimed at making the waterfront location a destination for entertainment and cultural activities. The trust is offering licenses for up to three years during the island's season, which runs from May 1 through October 31.

What happens if Amazon’s HQ2 doesn’t land in New York?

Amazon’s nationwide competition to find a home for its second headquarters draws to a close this week, with pitches from stakeholders due Thursday. While New York City meets most of the requirements the tech giant listed for its HQ2-- a population of at least 1 million people, proximity to an international airport, mass transit access and talented workforce--business costs in the city would be sky-high. However, as Crain’s reported, even if Amazon does not set up shop in NYC, politicians and developers have been preparing for a comparably-sized company to move in for over a decade. The failure of the city to win the 2012 Olympics bid back in 2005 actually turned into a success, allowing apartments to rise in Brooklyn where sports stadiums never did.

As deadline nears, New York City’s bid for Amazon’s second headquarters heats up

With the deadline for proposals due Oct. 19, New York City politicians, business leaders and real estate developers are putting the finishing touches on their pitches intended to lure Amazon into building their second headquarters in the city. After Amazon first announced HQ2, which will bring $5 billion in initial city investment and 50,000 new jobs, over two dozen site proposals in 23 neighborhoods were crafted in New York. According to Crain’s, a group of city and state agencies is working together on a bid, with less than two weeks left before the due date. So far, proposals for neighborhoods like Williamsburg, the Brooklyn Navy Yard, Sunset Park's Industry City, Long Island City and areas in the Bronx have been discussed.

De Blasio releases plan for New York City to follow Paris climate agreement

Following President Donald Trump’s decision to pull the United States out of the Paris Climate Agreement in June, Mayor Bill de Blasio signed an executive order that committed New York City to honor the standards of the accord, which is an international negotiation aimed to mitigate climate change worldwide. On Tuesday, de Blasio released an action plan that details ways to lower the city’s carbon footprint, reduce 10 million metric tons of carbon dioxide by 2030 and introduce a citywide single-stream recycling program by 2020. New York City is the first metropolitan area to release a Paris Agreement-compatible action plan, according to the report.

City Planning Commission approves East Harlem rezoning plan

The City Planning Commission approved on Monday Mayor Bill de Blasio’s proposal to rezone East Harlem. With this crucial approval, the plan moves to the City Council for the last stage of the public review process, which began in April (h/t City Limits). The de Blasio administration’s rezoning efforts, run by the city’s Department of City Planning, aim to create affordable housing, create economic opportunities and restore East Harlem’s role as a major transit hub and job center. Over a decade, the plan hopes to create about 122,000-square-feet of stores and restaurants and 275,000-square-feet of office and industrial space.

De Blasio may reopen Kew Gardens jail complex as Rikers alternative

A group of Queens City Council members urged Mayor Bill de Blasio on Monday to use a shuttered Kew Gardens jail as an alternative to the Rikers Island jail complex. The Queens Detention Complex at 126-02 82nd Street, which closed 15 years ago, once housed more than 450 prisoners but is now used to shoot television shows and film, including Netflix’s “Orange is the New Black" (h/t DNAinfo). In a letter to the mayor, the 11 elected officials wrote that the Queens complex is “centrally located in a civic center, it is connected to the courts, and with the proper capital investment it can be functional for this use.”

Subway delays could cost the city’s economy up to $389M annually

New York City Comptroller Scott Stringer released an analysis on Sunday that found the economic cost of subway delays could range from $170 million per year to $389 million in lost wages and productivity for businesses. The comptroller’s office used data from the MTA that looks at train schedules, passenger volumes and wait assessments by each subway line (h/t NY Times). Stringer’s analysis listed five subway lines that cause the biggest economic losses: 5, 7, A, F, and 4 trains. During a news conference Sunday, Stinger said, "The summer of hell is turning into the fall of frustration for subway commuters."

City will pay 12 months of rent for homeless families if they move out of NYC

Over the past few years, homelessness in New York City has hit its highest levels since the Great Depression. According to the Coalition for the Homeless, over 60,500 homeless people slept in one of the city’s shelters in July. To reduce these numbers, Mayor de Blasio’s administration introduced a program this week that pays 12 months of rent upfront for homeless families who find an apartment outside of NYC, as WNYC reported.

Every borough but Staten Island is underserved by city’s affordable housing plan, study says

While in July Mayor Bill de Blasio touted his Housing New York initiative for creating the most affordable housing units since 1989, housing advocates are questioning how many of these units actually match the need of the most rent-burdened New Yorkers. According to a new analysis by the Association for Neighborhood and Housing Development (ANHD), city residents with the lowest income continue to be the most under-served by the affordable units created and/or preserved under de Blasio’s plan in every borough except Staten Island. New infographics from ANHD break down the share of each borough’s rent burdened population at each income level in comparison to the percentage of units created by de Blasio’s plan that serves them.

Study says Mayor de Blasio’s affordable housing plan ignores low-income New Yorkers

Despite making affordable housing a policy priority, Mayor Bill de Blasio’s plan falls short for the poorest New Yorkers, a new study says. The report, released by the Real Affordability for All (RAFA) coalition last week, says low- and moderate-income households across the city face a worsening affordability crisis (h/t DNAinfo). Although the city’s lowest earners experience the largest gap between incomes and housing costs, de Blasio’s affordable housing plan, which aims to develop or preserve 200,000 affordable units over 10 years, sets aside more units for middle-income households than low-income ones.

City will convert long-vacant Greenpoint Hospital into hundreds of affordable housing units

It's been 35 years since the Greenpoint Hospital shut its doors, since which time the city has tried and failed to convert the vacant 146,100-square-foot complex into affordable housing. But Mayor de Blasio, explaining that the "the need for affordable housing in Greenpoint and Williamsburg is too high to leave even one stone unturned," will now seek proposals from developers to transform the site into anywhere between 300 to 600 below-market rate apartments and supportive housing, along with green space, commercial space, and a relocated 200-bed shelter and clinic (h/t DNAinfo).

City workers missed over 17,000 hours of work due to subway delays this year

New Yorkers employed by the city have missed 17,143 hours of work because of transit delays and malfunctions, according to the Daily News. A new analysis by the Independent Budget Office (IBO), shows that city workers are on track to miss nearly 26,000 hours of work for the entire year, an increase of almost 30 percent from previous years. The report found the incident that caused the most city workers to be late happened in January when city workers lost a total of 1,075 hours after water spilled onto the tracks at West 4th Street-Washington Square station.

De Blasio suggests adding contextual plaques to controversial city statues

Peter Stuyvesant and Christopher Columbus might stick around if Mayor de Blasio's "plan B" regarding controversial statues takes shape, according to the Post. In response to a proposal from City Council Speaker Melissa Mark-Viverito to remove Central Park’s Columbus statue based on accounts that he enslaved and killed indigenous people he met during his explorations, the Mayor said that many of the monuments in question may receive plaques that put their history in context instead of being completely razed. This came just moments after he announced that he'll still be walking in the Columbus Day Parade as it's about "ethnic pride." He also urged concerned parties "to take a step back" and not "prejudge" before an official city commission is assembled to review such monuments.

De Blasio considering removal of Christopher Columbus statue near Central Park

"Christopher Columbus is a controversial figure for many of us, particularly those that come from the Caribbean," said Puerto Rican-born City Council Speaker Melissa Mark-Viverito. According to DNAinfo, Viverito is calling on the city to consider removing the Columbus Circle statue of the Italian explorer as part of their larger 90-day review of "symbols of hate." She first introduced the proposal on Monday at a rally in East Harlem to remove another controversial statue, that of Dr. James Marion Sims, who achieved his title as the father of modern gynecology by performing experiments on slaves without consent and without anesthesia. Columbus, honored for discovering the Americas, is also believed to have enslaved and killed many of the indigenous people he encountered. In response, the Mayor's office said the proposal will receive "immediate attention." But of course, not everyone is happy about it.

Cuomo calls de Blasio’s millionaires tax plan ‘dead on arrival’

As the dilemmas of New York City's subway system continue, so does the public feud between Governor Cuomo and Mayor de Blasio. Cuomo on Tuesday called de Blasio’s plan for the wealthiest New Yorkers to fund the MTA’s emergency action plan “dead on arrival” because of Republican opposition in Albany. As the Daily News reported, Cuomo’s remarks come just a day after de Blasio said he does not "believe in" congestion pricing, an idea the governor said he will be pushing for in January.

De Blasio and Cuomo announce plans to eradicate ‘symbols of hate’ in New York

After a violent weekend led by white supremacist groups in Charlottesville, Virginia, New York officials have announced plans to review and remove controversial public structures. Mayor de Blasio said on Wednesday the city will conduct a 90-day review of “all symbols of hate on city property,” by putting together a panel of experts and community leaders who will make recommendations for items to take down (h/t NY Post). On Wednesday, Governor Cuomo called upon the United States Army to reconsider its decision to keep the street names that honor Robert E. Lee and Stonewall Jackson, two Confederate leaders, at Fort Hamilton. Cuomo also announced the removal of the busts of Lee and Jackson from CUNY’s Hall of Fame for Great Americans in the Bronx.

Cuomo to offer a congestion pricing plan to fund transit repairs

With New York City’s subway system currently in a state of emergency, public officials and advocates have been developing ways to pay for its urgent repairs. According to the New York Times, Governor Cuomo is planning to release a congestion pricing plan as a way to provide a dedicated source of funding for the transit system, as well as a way to reduce traffic on some of the country’s busiest streets. Ten years ago, Mayor Bloomberg pushed for a similar plan, charging drivers $8 to enter the most congested parts of Manhattan during peak commuting hours, but the legislation faced resistance and was never brought to a vote.

De Blasio wants to tax rich New Yorkers to fund subway repairs

Continuing this summer’s subway saga, Mayor de Blasio announced a plan on Sunday that would tax the wealthiest 1 percent of New Yorkers to fund the system’s much-need repairs and renovations. The proposal, which requires Albany’s approval, would also provide half-price MetroCards for low-income straphangers. As the New York Times reported, the “millionaires tax” would increase the tax rate of the city’s wealthiest residents to 4.4 percent from roughly 3.9 percent for married couples with incomes over $1 million and for individuals who make more than $500,000 annually.

Cuomo wants to fund subway fixes with $600K corporate station naming rights

As 6sqft reported, the MTA board has been scrambling for new ways to pay for the plan amid increasing dissatisfaction with fare hikes, even as the agency says they'll need to raise fares by roughly 4 percent every other year as part of their long-term financial plan. According to Crain's, Gov. Andrew Cuomo spoke Thursday about a possible corporate sponsorship alternative: For $600,000, a donor can publicly “adopt" a station to help pay for amenities and improved cleaning; for $250,000, a “Partnership Council” membership would help raise money for improvements without the donor's name attached to the station.

MTA board members seek an end to routine fare hikes, mulls selling subway station naming rights

The Metropolitan Transportation Authority revealed on Tuesday an $800 million emergency rescue plan to fix the city’s failing subway system, which includes hiring 2,700 workers, removing some seats and adding additional train cars. And on Wednesday the MTA board grappled with ways to pay for the plan, with some members calling for the agency to end its routine fare and toll hikes and find revenue through other means. However, according to the New York Times, the authority’s chief financial officer, Robert Foran, said the agency needed to continue to raise fares by roughly 4 percent every other year as part of their long-term financial plan.

NYC Ferry hits 1 million riders as it readies to launch Astoria route

Considering the NYC Ferry has been so popular since launching on May 1st that it had to charter two extra boats to meet demand, it's not surprising that the city-subsidized ferry hit the 1 million rider mark as of today, a month earlier than expected. Mayor de Blasio celebrated the milestone earlier today with a press conference in Long Island City, also announcing that the fourth ferry route, the Astoria line, will launch on Tuesday, August 29th.

De Blasio urges Cuomo to ‘take responsibility’ for MTA

The ongoing public debate over whether the state or city controls the subway continued this weekend when Mayor de Blasio, riding a Manhattan-bound F train on Sunday, demanded Governor Cuomo “take responsibility” over the Metropolitan Transportation Authority. The mayor’s comments come after Cuomo and Joseph Lhota, the recently appointed chairman of the MTA, called on de Blasio and the city last week to contribute more money to the authority for repair work. As the New York Times reported, de Blasio said the MTA has a lot of money that they’re not spending, including the $2.5 billion contributed by the city in 2015, to the MTA's 2015-2019 capital plan.

Cuomo says New York City is responsible for subway system, not the state

Although New York City’s subway is currently in a state of emergency, no government official seems to want to take ownership of the failing transit system. Governor Cuomo and Joseph Lhota, the recently appointed chairman of the Metropolitan Transit Authority, called on Mayor de Blasio and City Hall to contribute more money for repairing the subway system on Thursday, citing a law that puts the city in charge of the track system. As the New York Times reported, Lhota and the MTA are preparing an emergency plan to deal with the subway, expecting more funds to come from the city. The plan, which Cuomo ordered the MTA to create within 30 days, is set to be completed by the end of next week.
