NYC’s curbside composting program coming to all five boroughs

Following the notable success of the program in Queens, curbside composting will soon expand to all of New York City, Mayor Eric Adams announced on Thursday during his State of the City address. The program will launch in Brooklyn this October, followed by the Bronx and Staten Island in March 2024 and Manhattan in October 2024. According to the mayor, the program will be the nation's largest curbside composting program.

About a week after declaring there is no more room for migrants in New York City, Mayor Eric Adams announced the opening of a fifth emergency response and relief center to accommodate the growing number of asylum seekers. The new center will open at the Brooklyn Cruise Terminal in Red Hook in the coming weeks and serve roughly 1,000 single adult men, providing them shelter and medical, food, laundry, and reconnective services. The men will be relocated to the terminal from the Watson Hotel, which will be used to house families with children instead. An opening date for the center has not been announced yet.

New York City's first professional soccer stadium will be built in Queens, officials announced Wednesday. The major mixed-use development is proposed for Willets Point, across the street from Citi Field. In addition to a 25,000-seat stadium for the New York City Football Club, the 23-acre project also includes a hotel, thousands of affordable housing units, and a new public school. As first reported by the New York Times, the stadium is expected to be completed by 2027.

Data released by the city last week obtained through a Freedom of Information Act (FOIA) request showed that 2,600 supportive housing units are still vacant despite New York City's urgent housing crisis and despite Mayor Eric Adams' pledge to streamline the application process for these apartments, as first reported by the New York Times.

Mayor Eric Adams and the Trust for Governors Island on Wednesday unveiled the three finalists for the city's global competition to design a state-of-the-art research institution on Governors Island dedicated to climate solutions. The so-called Center for Climate Solutions will create 7,000 permanent jobs, approximately $1 billion in economic impact, and develop innovative ways for New York City and the rest of the world to address the climate crisis, according to the city. The winning design team will be announced next year.

New York City wants to adjust the time of day trash can be put out as a way to curb rat infestations and improve overall cleanliness. Mayor Eric Adams on Monday announced a proposal to push back the window New Yorkers can put out their trash for collection from 4 p.m. to 8 p.m. The city says this policy change will make the streets cleaner, ease traffic and pedestrian flow, and reduce the number of rats drawn to trash. The proposed rules are open to a public comment period through November 10, with final rules set to take effect on April 1, 2023.

Positive test results showing dangerous levels of arsenic in an East Village public housing complex were false. Environmental Monitoring and Technologies Inc., the testing firm that originally reported unsafe levels of arsenic at the Jacob Riis Houses, said there had been "trace levels" of arsenic introduced into the original testing samples analyzed on August 26, resulting in a false positive test, as Gothamist reported. The city on Saturday announced the tap water was cleared for drinking following new tests of the original water sample.

Mayor Eric Adams on Wednesday signed legislation that will give hundreds of thousands of New York City homeowners a one-time property tax rebate of up to $150. Those eligible for the rebate are owners of one, two, or three-family residences with annual incomes less than or equal to $250,000 in the tax year 2020. The city has razed and removed two dozen abanonded dining sheds this week, under a new program announced by Mayor Eric Adams. The mayor on Thursday introduced a multi-agency initiative that will highlight open and active outdoor dining sheds in the city's Open Restaurants program and remove neglected structures of shuttered restaurants. The city launched the Open Restaurants program in 2020 to keep businesses open during the pandemic, ultimately saving 100,000 jobs, according to Adams. While the majority of restaurants with outdoor dining follow the guidelines, the abandoned sheds have become eyesores.

After previous failed attempts at an effective compost program in New York City, Mayor Eric Adams on Monday announced a new "no frills" system aimed at making it easy and less costly for New Yorkers to dispose of food and yard waste. Under the new program, the city's Department of Sanitation will collect compost and organic waste from every residential building in Queens starting on October 3. New Yorkers can put any food waste, yard waste, and food-soiled paper in a Sanitation compost bin to be picked up weekly. According to the mayor, the program, which will be available to 2.2 million New Yorkers, is the largest curbside composting program in the country.

A new investment by the state aims to make New York City public housing more environmentally friendly and effective for tenants. Gov. Kathy Hochul and Mayor Eric Adams on Tuesday announced an initial investment of $70 million in a clean energy initiative to install 30,000 new heat pumps, considered more eco-friendly than traditional units, at New York City Housing Authority (NYCHA) buildings across the city. NYC speed cameras now operate 24/7

As of Monday, New York City's system of 2,000 speed cameras is now operating 24 hours a day for the first time. Previously the cameras were authorized by the state to operate only on weekdays between 6 a.m. and 10 p.m., missing "59 percent of traffic fatalities" that occurred when the cameras were inactive, according to Mayor Eric Adams' office. The activation of the round-the-clock cameras aims to reduce speeding and prevent dangerous driving. Drivers going more than 10 miles per hour over the posted speed limit will be fined $50.

NYC to host 10 free concerts across the five boroughs as part of ‘Rise Up’ series

A new concert series that will take place in every borough throughout the summer officially kicked off on Wednesday. The "Rise Up NYC' series involves 10 free community concerts in parks and outdoor spaces across the city. According to Mayor Eric Adams, the series is meant to "encourage New Yorkers to explore all of the city and reconnect with one another as the city emerges from the Covid-19 pandemic." The "Rise Up" series was announced with less fanfare than last year's "Homecoming" concert in Central Park, which was headlined by Paul Simon, Jennifer Hudson, and Bruce Springsteen and meant to celebrate NYC's recovery from Covid but later called off in the middle of it because of severe weather.

A new housing development with more than 100 deeply affordable and supportive apartments, a rooftop greenhouse, and an aquaponic urban farming system officially opened last week. Located at 2865 Creston Avenue in Bedford Park, the project was developed by homeless services nonprofit Project Renewal. New York City's ferry system will soon be cheaper to ride for some New Yorkers, but more expensive for less frequent riders. Mayor Eric Adams on Thursday revealed phase one of the city's new "NYC Ferry Forward" plan—a new fare system aimed at making the ferry more equitable and reducing the system's huge public subsidy. Beginning in September, low-income New Yorkers, seniors, and people with disabilities can purchase a single ferry ride for $1.35. The price of a single trip will increase from $2.75 to $4.

As New York City faces a sixth Covid wave, Mayor Eric Adams is expanding the city's network of at-home test distribution sites. Starting Wednesday, New Yorkers will be able to pick up a free rapid Covid test from 57 NYC Parks locations, including parks, pools, nature centers, and recreation centers. With these new NYC Parks distribution sites, the city's at-home test distribution program includes 1,220 sites.
