100% affordable mixed-use project with 376 rentals breaks ground in Coney Island

BFC Partners announced on Monday the groundbreaking for the second phase of their 100 percent affordable housing project in Coney Island. Located at 1607 Surf Avenue, the roughly 361,000-square-foot mixed-use development contains 376 affordable rental units, 9,000 square feet of community space, and 11,000 square feet of commercial space. The $189 million project also includes a new primary care location run by New York City Health and Hospital Corporation.

The property includes 94 studio apartments, 105 one-bedroom apartments, 150 two-bedroom apartments, and 26 three-bedroom apartments, with 57 of the units set aside for formerly homeless households. The remaining are available for those with household incomes at 40 to 90 percent of the area median income, or between $42,960 and $96,600 for a family of three.

“We are thrilled to break ground on Phase Two of our Coney Island development,” Don Capoccia, Managing Principal, BFC Partners said. “This development shows our commitment to Coney Island and ensuring communities have all the resources they need to thrive from housing and health care facilities to local jobs and retail. We are looking forward to working with our neighbors as we bring this project to life.”

Amenities include a landscaped roof deck, fitness room, children’s play space, party room, and a tenant lounge. The property will also have 61 above-ground parking spaces rentable by tenants.

“The Coney Island development will ultimately bring more than 1,000 new affordable homes to the heart of Coney Island. Phase two will bring nearly 400 affordable homes in addition to commercial space and a new primary care facility that will benefit the community at large,” AnnMarie Santiago, acting HPD Commissioner, said. “I want to thank our dedicated staff at HPD, BFC Partners, HDC, HHC, and elected officials for helping to build a more affordable, vibrant, and sustainable Coney Island.”

The groundbreaking of 1607 Surf Avenue is phase two of a three part development plan of Coney Island. In June of 2021, phase one concluded with the opening of 2926 West 19th Street, a massive apartment building which brought 400 affordable units to the area.

The project is financed by the NYC Department of Housing and Preservation and the NYC Housing Development Corporation’s Extremely Low and Low-Income Affordability Program and Voluntary Inclusionary Housing Program.
