125 affordable apartments available at massive Morris Heights complex, from $616/month

A housing lottery launched this week for 125 affordable apartments at a huge residential complex in the Bronx. Located at 1600 Grand Avenue in Morris Heights, the 14-story building is phase one of the Starhill development, an affordable housing complex with a total of 570 affordable apartments. New Yorkers earning 30, 40, 50, 60, 70, and 80 percent of the area median income, or between $24,446 for a single person and $134,160 for a household of five, can apply for the apartments, which range from $616/month for one-bedrooms to $2,066/month two-bedrooms.

Developed by Services for the UnderServed (S:US) and Bronx Pro Group, and designed by Marvel Architects, the Starhill project site is the largest single-use lot in Morris Heights, spanning nearly two acres just north of the Cross Bronx Expressway. Originally developed in the early 1900s, the site was the first hospital in the Bronx dedicated to hospice care for cancer patients.

In 1979, S:US acquired the site and converted it into a residential treatment center for individuals dealing with addiction. However, due to deteriorating conditions and changes in preferred treatment methods for cancer patients, the residents were relocated and the building was demolished in 2019, according to the New York Housing Conference.

Of the 326 total units part of phase one, 200 are supportive residences designated for formerly homeless individuals struggling with substance use disorders, who will have access to on-site supportive services.

The development is bringing much-needed open space to Bronx Community Board 5, which currently has one of the lowest amounts of open space in the city.

Construction on phase two is expected to break ground in June 2024 and be completed by the end of 2027. The second phase will include 244 affordable and supportive apartments and 1,500 square feet of public open space.

The Starhill development is made possible by former Mayor Bill de Blasio’s 2018 rezoning of 92 blocks along Jerome Avenue. The rezoning plan aims to construct roughly 4,600 new apartments, with more than 1,000 affordable housing units.

Outside amenities include a rear year and passive recreation area on the second-floor terrace. Additional amenities include a fitness room, laundry room, playroom, computer room, 24-hour security, and free internet in each unit.

Amenities include an on-site superintendent, an outdoor terrace, a community room, a computer room, a children’s playroom, a fitness room, a landscaped terrace, and on-site laundry.

Nearby public transit options include the B, D, and 4 subway lines, as well as the Bx18A and Bx18B buses.

Qualifying New Yorkers can apply for the apartments until July 30, 2024.
