Port Authority seeks local, minority vendors for JFK Airport’s new $9.5B terminal

John F. Kennedy International Airport is searching for vendors to fulfill its vision for its new international terminal. The Port Authority of New York and New Jersey (PANYNJ), The New Terminal One (NTO), and Unibail-Rodamco-Westfield (URW) Airports on Monday announced the launch of the commercial program for JFK Airport’s $9.5 billion all-international terminal opening in 2026. The retail spaces at the terminal will offer “beloved NYC favorites, global powerhouse brands, engaging guest experiences, and thoughtful amenities under one spectacular roof,” according to a press release.
New Terminal One is the final phase of the $19 billion transformation of JFK, revealed by Gov. Kathy Hochul in December 2021. Through its commercial program, the terminal’s operators aim to embody the NYC spirit with a curated mix of luxury brands, premium apparel, and culture, food, and merchandise representing all five boroughs, with an emphasis on Queens.
The terminal’s design “incorporates a playful range of emotions one feels while in New York — from the luxury excitement and vibrancy of the Met Gala to the charm of the city’s neighborhood pockets and the lush nature of New York’s parks,” a press release reads.
“From the outset of our $19 billion transformation of JFK, our goal has been to build best-in-class facilities that offer a passenger experience on par with or better than what travelers find at the world’s great airports,” Rick Cotton, executive director of PANYNJ, said.
“At the heart of that effort is the ambitious commercial program envisioned for the New Terminal One, which will bring together global brands and iconic local businesses that will combine with our public art, branding, and architecture to create a sense of place unique to New York.”
When it fully opens, New Terminal One will be the largest terminal at JFK, including 23 gates and over 300,000 square feet of retail, dining, and lounge space stretched across a total area of 2.4 million square feet.
URW has begun community outreach in search of vendors interested in setting up shop in the new terminal, with a focus on local-, women-, and minority-owned businesses. Those interested in learning more about the opportunities can attend two virtual information sessions:

URW has also issued its first Request for Proposals (RFP) and is searching for an “innovative” and “bold” duty-free partner to deliver NTO’s commercial vision. As part of the RFP, the vendor is offered a package including five outlets in Terminal One’s initial phase, with additional space provided in future phases.
The operator must include at least 30 percent ACDBE participation and a minimum of five percent local business enterprise products in their shop floor product mix.
Revealed by Hochul in December 2021, New Terminal One is being designed and constructed by AECOM Tishman and Gensler. The project will progress in phases, with the new terminal constructed on the site of the current Terminals 1 and 2, as well as on the site of the former Terminal 3, which was demolished in 2013.
The terminal joins three other major projects connected to the $19 billion “JFK Vision Plan,” unveiled in January 2017. The plan, meant to transform the airport into a “world-class airport that New Yorkers deserve” includes a $4.2 billion reconstruction of Terminal 6, a $1.5 billion expansion of Terminal 4 led by Delta and JFK, and a $425 million expansion of Terminal 8, led by American Airlines.
